Municipal Planning

The City of Parkersburg Municipal Planning Commission maintains the 2030 Comprehensive Master Plan and evaluates subdivisions, rezoning, alley abandonments, and annexations. The Municipal Planning Commission meets every third Friday of the month, as business dictates.

Petitions/Applications
Before making any petition, applicants are encouraged to contact the Planning Division at 304-424-8558. Please allow 45 business days for an application to be processed and prepared for presentation to the Commission.

Minor Subdivision/Consolidation Application
This application is for the subdivision of parcels into fewer than five tracts or the consolidation of existing parcels into one tract of record. Minor Subdivision Applications are reviewed internally and do not require a review fee. A survey and legal description prepared by a West Virginia-certified surveyor is required for an application to be considered complete.

Rezoning Petition
This petition is for the rezoning of a property from one zoning designation to another. Rezoning requires Municipal Planning Commission review and City Council approval. A Rezoning Petition has a non-refundable fee of $150.00. Applicants are encouraged to contact the Planning Division prior to submitting a Rezoning Petition.

Major Subdivision Application
This application is for use for the subdivision of parcels into five or more tracts, or for subdivisions requiring public dedication of Right-of-Ways. Major Subdivision Applications require preliminary plats, engineering plans, and review by the Commission. Applicants are encouraged to contact the Planning Division prior to beginning a Major Subdivision Application.

Public Thoroughfare Abandonment Petition
This petition is for the closing of a street or alley and obtaining the property for private use. A thoroughfare abandonment requires Municipal Planning Commission review, City Council approval, and a quit-claim deed provided by the petitioner/property owner. A Public Thoroughfare Abandonment Petition has a non-refundable fee of $100.00. Applicants are encouraged to contact the Planning Division prior to beginning a Public Thoroughfare Abandonment Petition.

Annexation Petition
This petition is for annexation into the City of Parkersburg. The annexation process involves both the City of Parkersburg and the Wood County Commission. Applicants are encouraged to review the Annexation Brochure and to contact the Planning Division prior to beginning an annexation. 

Wireless Telecommunications Special Use Permit
The Special Use Permit is for expanding wireless telecommunications tower facilities and the siting of new wireless infrastructure. Applicants are encouraged to contact the Planning Division prior to beginning a special use permit.
